Description of IT Services and Pricing

 

Two types of service are provided by AEM. AEM customarily uses Fixed-Price contracts for specific tasks with definable products. Estimates are generated by using the specified rates with additions for equipment, travel, etc. Price is highly dependent on location and equipment required.

 

AEM also provides task-based services based on hourly rates with estimates by task, based on hourly rates, standard fees, and required travel, equipment, etc. Again, price is highly dependent on location and equipment required.

 

SERVICE DESCRIPTIONS:

 

SPECIAL ITEM NO. 132-51 INFORMATION TECHNOLOGY PROFESSIONAL SERVICES

IT Facility Operation and Maintenance (FPDS CODE D301)

 

AEM enhances its products and services by offering a broad range of technical support services. These services (provided on-site and off-site) include technical training, 1-800 hotline support, system support services, software integration, and multimedia productions to support client requirements. Our innovative approach to designing and managing these services enable highly productive day-to-day operation and practical solutions to business operation problems.

 

IT Systems Development Services (FPDS CODE D302)

 

AEM specializes in distributed microcomputer applications in support of local and wide area networks (LAN/WAN). AEM's expert use of database application and software development tools offers our clients technically proficient and cost effective solutions to their requirements. Our staff has proven experience developing, implementing, transforming, enhancing and servicing new or existing software technology that utilizes state-of-the-art programming languages and software development tools in various operating system environments.

 

IT Systems Analysis Services (FPDS Code D306)

 

AEM's staff consists of degreed computer, electrical, civil, and mechanical engineers. Each of these professionals are also experienced software engineers. The inherent advantages of AEM's combined engineering and software expertise are clearly demonstrated by the growing list of customized analytical tools we have successfully delivered. AEM has designed Nomad, a powerful environmental project analysis and decision-support information management system. In addition, AEM has integrated numerical and graphical databases to produce dynamic intelligent maps. A strong background in statistics, probabilistic and modeling has facilitated AEM's development of computer simulation tools which has been used to evaluate and optimize hazardous waste treatment processes.

 

AEM has developed a systematic approach to the collection and analysis of technical data. This process often includes:

developing models for collecting data from the client,

developing a database capable of accommodating collected data,

developing a statistical regression model;

performing a comparative analysis and producing scatter plots to display analysis results; and

preparing a technical report delineating all results and services provided.

Automated Information Systems Design and Integration Services (FPDS Code D307)

 

AEM's programmers and engineers are proficient with many state-of-the-art software development tools, on multiple development platforms. Our experienced staff utilizes information modeling techniques (including Object-Oriented and Use-Case models) to efficiently define customer requirements. In addition, AEM's programmers and engineers use a variety of commercially available software tools to expedite the development process.

 

AEM has created database management systems to support hazardous waste analytical laboratories, housing management organizations, and energy management programs. For the U.S. Navy, AEM has developed database programs that compute multivariate regression analysis on gathered data.

 

Programming Services (FPDS Code D308)

 

It is AEM's view that software development is a cyclical life-cycle engineering process. We begin the development process by first defining, with our clients, the target software's intended performance parameters, functional specifications and user requirements. As system development progresses from the initial definition process, our analysts evaluate the consequences of each defined parameter, specification and expectation. Each consequence is then assessed in terms of risks and alternatives. AEM then prototypes the best alternatives while continually validating against the initial definitions, which may be modified, expanded or eliminated at any point within the engineering process. The prototype leads to formation of a development plan followed by further risk and alternative analysis. This round of risk and alternative analysis results in a second prototype, which leads to product design, followed by design validation and verification. Validation and verification is followed by integration and test plan definition, followed by operational analysis, benchmarking, coding, unit testing, integration testing, and acceptance testing and full implementation.

Millennium Conversion Services (Y2K)

 

AEM provides support to the Navy for potential programming problems because of the year 2000 (Y2K) millennium change. The problem stems from the use of a two-digit date in many computer programs, computer systems, and embedded computer devices. At the turn of the century, some computer systems will be unable to differentiate between the year 1900 and 2000. This will cause systems to incorrectly calculate or fail completely. AEM provides strategic planning, documentation, and programming to minimize this problem.

 

IT Data Conversion Services (FPDS Code D311)

 

AEM supports many types of IT Data Conversion Services. AEM considers data conversion to consist of converting or moving data from one software or hardware configuration to another. AEM has expertise and is providing support for converting data and programming in Navy mainframe systems to PC based systems. This has included taking data from the computer and reel tapes and converting the information to various PC based data system. In addition, AEM has provided expertise on a regular basis to convert from one software configuration (Excel, Access, DB, Visual Basics, Notes, various word processing systems, etc.) to another.

 

Computer Aided Design/Computer Aided Manufacturing (CAD/CAM) Services (FPDS Code D313)

 

AEM provides expertise using the AutoCAD and other geometry databases to store and manage data. AEM provides expertise in the use of modern graphics engines and core Web technology for sharing graphical information over the Internet. AEM uses sophisticated object-oriented database technology for adding intelligence to entities, tools, and design tasks. AEM designs systems that can manage all interactions with peripheral devices or use other sophisticated operating systems to manage those devices. AEM develops 3D graphics to support visualization requirements for the customer. With Web technology becoming the mainstay of business, AEM has incorporated capabilities to enable transfer of information over the Internet. One of the more dramatic uses that AEM provides is use of the new imaging-foundation technology within AutoCAD. This technology allows users to place raster images; everything from scanned-in engineering documents, aerial photographs, and satellite images, to faxes, company logos, renderings, and simple color snapshots; directly into their standard vector-based AutoCAD drawings. AEM can improve productivity and offer clients visually richer, more comprehensive drawings and designs and integrated software packages.

 

IT Network Management Services (FPDS Code D316)

 

AEM has successfully developed local and wide area networks for numerous clients. By using proven groupware enabling technology, data warehousing techniques, and reliable client server configurations, AEM has guided its clients' migration from legacy systems to enterprise system architectures. This application of state-of-the-art technology to communication challenges fosters enterprise wide information exchange and virtual common workplace environments. Further, AEM has consistently shown its networking approach provides a cost effective venue for storing information, in highly useful and accessible formats, for distribution to data stewards. While our LAN and WAN designs increase productivity and team work, they also provide a level of data integrity and security that is fully compliant with prevailing federal information security guidelines and regulations for unclassified systems and networks.

 

Automated News Services, Data Services, or Other Information Services (FPDS Code D317)

 

AEM supports Navy-wide dissemination of data for Family Housing. Data includes availability and statistical data on each residence. AEM also provides 16-hour help desk service for Navy organizations that require maintenance or instruction. AEM is developing other Navy Intranet applications requiring clearances for use.

 

Other Information Technology Services, Not Elsewhere Classified (FPDS Code D399)

 

AEM fully documents each milestone, product and function associated with the development and deployment of any automated system. Our technical writers and programmers are aware that documentation, in both electronic and hard copy formats, serves as the initial and critical communication tool between software developers and end users. For this reason, AEM applies a life-cycle system documentation approach to maximize communication with client managers and system end users. We utilize automated document production tools (i.e., word processing and text formatting systems, document checkers, desktop publishing systems and automated document management systems) to produce both process and product oriented documentation. Further, AEM supports its client managers by fully documenting all cost estimates, production schedules, published standards, working papers, memos and electronic messages.

 

AEM is committed to developing and using multimedia software to enhance business communications, develop job skills, and facilitate learning. Our multimedia staff is lead by a Ph.D. in multimedia production. He is supported by personnel with both professional experience and advanced degrees in education, graphic art and design, law, and engineering. Together, this team produces innovative computer-based multimedia presentations and interactive software applications for business, education, and consumer products.

 

AEM dedicates its resources to meeting client requirements for improved business communications, clear presentation of complex and/or abstract products, and optimal dissemination of training matter.
