Associate Director Charlie Crowder Charlie Crowder has over 30 years experience as a leader and manager of public works and utility systems. He has a proven track record in planning, developing, and programming capital improvements for infrastructure systems. Charlie is nationally recognized as an expert in the area of utilities management and drinking water systems.

Charlie develops sound, real-time and farsighted, optimized infrastructure programs by combining progressive information technology systems with traditional managerial and organizational improvements.  Charlie's specialty is evaluating and developing infrastructure programs with optimized maintenance, repair, and replacement of facilities and supporting systems that result in cost-effective, efficient, sustainable outcomes.  Charlie is a life member of the American Water Works Association and has many years of service on the Board of Association of Metropolitan Water Agencies.
