Sharon deMonsabert is the founder and CEO of AEM. She is an accomplished corporate executive with over 30 years of professional experience. Under her direction, AEM has grown from a small consulting practice to a large diversified firm. Sharon's PhD in Civil Engineering and her academic accomplishments as a tenured faculty member at George Mason University (GMU) provide a strong technical complement to her executive expertise. She was selected as the Fellow for Sustainable Curricula in 2008 at GMU. Sharon is a recognized expert in the areas of sustainability, civil/environmental engineering, systems engineering management and software engineering. Sharon has directed numerous research and other technical efforts, served as the editor of the American Society of Civil Engineers (ASCE) Journal of Energy Engineering, published numerous technical articles, and is noted for her work in decision making within the environmental engineering domain. In 2009, her paper entitled "How to Include Economic Analysis in TMDL Allocation" was honored with the ASCE Journal of Water Resources Planning and Management Engineering Best Practice-Oriented Paper Award.
Manie Lemmer, Vice President for AEM, has over 30 years of IT consulting experience in sectors that include civil engineering, business information systems, education, housing, and manufacturing. His experience includes assisting clients in developing strategies for process improvements and the implementation of information systems that are critical in achieving enterprise-wide objectives. With a Master of Science in Civil Engineering from Purdue University, Manie has a proven ability in software engineering processes such as the development of user and system requirements, complex problem solving, process reengineering, design, test, and on-time implementation of enterprise-enabling solutions. He also has strong skills in project management and planning that are complemented by strengths in communication, team leadership, and understanding group dynamics. Manie is continuously focused on attaining project goals that result in quality deliverables, maximize the client's return on investment, and remain within budget constraints.
Anne Morgan brings over 25 years of extensive experience in corporate accounting. She directs the Accounting and Human Resources Departments of AEM. As a specialist in a variety of financial management methodologies, Anne led the development and implementation of the corporate Earned Value Management System (EVMS). She provides expert advice and direction for program and project-specific EVM implementations. With a bachelor’s degree from University of California Los Angeles (UCLA), Anne is responsible for all aspects of AEM’s financial and contractual functions, including accounting, corporate controllership, audits, financial operations, and strategic planning. Anne oversees a highly integrated set of processes to optimize the performance of the company's financial reporting and compliance activities. She is responsible for the benefits program that allows the firm to attract, develop, and retain the best people.
Karen Kutch joined AEM in June 1993 and has more than 40 years of experience in technical software development as program and project manager. She effectively leads programs through the complexities of subcontracting, resource allocation, and product delivery. Karen is a recognized software professional with extensive capabilities in the areas of software requirements specification, user interface design, software testing, software hotline support, technical documentation, software estimation, and configuration management. As a trained CMMI™ professional she is credited with leading multiple AEM teams successfully through CMMI™ certification. She has extensive background in federal government contracting and is a talented communicator, negotiator and coordinator. Karen earned a bachelor’s degree in Mathematics from Frostburg State College and a master’s degree in Management and Technology from University of Maryland University College.
Brian Fox is responsible for corporate business development and manages the Texas Division of AEM. With more than 15 successful years of combining technology skills with outstanding marketing strategies, Brian has been instrumental in AEM's growth over the last decade. Brian has developed new business sectors for AEM in the industries of Healthcare, Energy, Finance, Environment, Education, Technology, and Security. He is a proven leader for delivering and managing enterprise systems to the Fortune 500. He has broad consulting expertise in systems engineering, management, technology delivery, decision support and expert systems. Brian earned a bachelor’s degree in Mechanical Engineering from University of Texas and a master’s degree in Systems Management from University of Denver.
Wendy Brack Fritz has over 15 years of experience leading large scale technical development, customer service, and support programs. Wendy is a certified Project Management Professional (PMP) with years of diversified IT experience. She is also a trained CMMI™ professional having participated as a member of many different CMMI appraisal teams for AEM. Wendy has a reputation of working tirelessly as a "customer advocate" throughout the entire project development cycle to ensure all components are focused on the needs of the end-user. Her education and training, coupled with years of establishing and directing a variety of customer support centers gives her a unique ability to transform, expand and lead new and existing programs. Wendy received her bachelor’s degree in Business Administration (Marketing) from Longwood University and a Master of Business Administration (MBA) from Averett University.
Brad Wheaton, a Professional Engineer, Certified Energy Manager, Certified Cogeneration Professional and LEED AP, possesses over 30 years of experience in all phases of financial and technical management of multimillion-dollar engineering projects for government and private facilities. He is responsible for leading AEM’s consulting practice in facilities engineering. Design and consulting services have been performed for clients such as Overseas Building Operations/U.S. Department of State, Washington Gas Light Company, Naval Facilities Engineering Command and various telecommunication companies. The primary focus of these services includes the analysis, assessment and review of the engineered systems within newly designed and existing facilities and the development of conceptual and detail plans required for improving the operations and maintenance functions. Significant emphasis has been directed towards improving energy performance and costs of operating the mechanical and electrical systems including central refrigeration and heating plants, natural gas and electric utility infrastructure arrangements, rate negotiations, implementation of distributed electric generation opportunities, fuel switching and cogeneration. In addition to his engineering role, Brad provides engineering assistance to the Information Technology groups within AEM that develop integrated software tools for various business processes. These services include new and/or enhanced software module implementation, integration, testing, training and customer support. Brad earned a bachelor’s degree in Mechanical Engineering along with two master’s degrees in Information Technology and Business Administration, all from Virginia Polytechnic Institute & State University.
Joe Dickman has over 16 years of experience as a technical architect, developer, and business leader. His most recent endeavor is the establishment of Vizuri, a business unit of Applied Engineering Management Corporation that delivers advanced information systems and electronic commerce solutions for the private sector. As Managing Director, Joe is responsible for overall operations of Vizuri. Joe has extensive experience within the Financial Services and Insurance industry segments that have yielded solutions for Ameritrade, Independent Insurance Agents of America and Aon Insurance. Prior to Vizuri, Joe worked at Noblestar for 9 years where he was the Director of Business Solutions Architecture and Sterling Software for 7 years where he held various positions from architect to director of Product Development.
Mark Blevins is a recognized leader and innovative thinker with over a decade of experience managing the delivery of complex systems, data warehouses, and business intelligence applications for federal and state government. Mr. Blevins has a strong understanding of U.S. Department of Education (ED) policies, business objectives, processes and technologies and is a trusted ED advisor who has spoken at numerous congressional hearings, interagency meetings with OMB, industry conferences, and with universities and state education agencies (SEAs) in the areas of customer relationship management and data collection and usage best practices. Mr. Blevins is a Business Development Executive with Applied Engineering Management (AEM) Corporation. He has demonstrated excellence in executing business development and operations strategies. In the past four years alone he has captured and managed five high-profile contracts to include developing the technical and price proposals, led oral presentations, and coordinated follow-up activities to secure close to $1 billion in new business. Additionally, he has managed large-scale programs, overseeing daily operations and project management functions for complex systems, call center operations, task orders, and contractual deliverables. Dave Binning brings over 35 years of utility and urban systems management experience to the AEM team. His background includes the planning, management, design, construction, start-up and operation of public utility systems, with a strong focus on water and wastewater utility systems. He has held the most senior positions in both water and wastewater utility organizations for both urban and rural systems. In addition, he has years of senior management leadership as the Chief Engineer of one of the nation’s largest water providers where he was responsible for the design and construction of facilities in excess of $700 million. Dave is active at the national level developing water sector security and resiliency tools, policies and procedures to increase the security and sustainability of utility operations. His work in water system metrics development and measurement has been adopted and widely used in the industry. Dave's risk management and reliability system development has resulted in actionable plans that have been implemented in some of the nation's most critical public facilities. He is involved closely with water and wastewater utilities to evaluate operating and maintenance programs, manning and activity levels and has a record of assisting some of the country’s leading operations prepare to bridge their workforce into the technology of the future. Recently, Dave has been providing exciting, ground-breaking system integration and site development services for the direct-to-ethanol, sustainable energy industry with sites in the U.S. and abroad. His activities have included the sizing and deployment of biogeneration facilities, helping to convert experimental concepts to ethanol producing fields; as well as the development of manning plans, equipment schedules, and the estimation of construction and operating costs. He holds bachelor’s and master’s degrees in Civil and Environmental Engineering with post graduate work in Infrastructure system resilience and sustainability from the Naval War College. He is a Registered Professional Engineer in Virginia, Delaware and Arizona. He is an Adjunct Professor of Civil Engineering at George Mason University where he teaches undergraduate and graduate-level courses in public water and wastewater design, operations and security.
Hector Tello, a Registered Professional Engineer in the state of Texas, has over 20 years broad information technology consulting experience in both the federal and private sectors that include education, aerospace and defense, health care, environmental and manufacturing. Hector has proven ability in processes that include development of user and system requirements, complex problem solving, process reengineering, design, test, and on-time implementation of enterprise-enabling solutions. He is continuously focused on attaining project goals that result in quality deliverables, maximizing the client's return on investment, and remaining within budget constraints. Hector has 10 years of experience exposing data and information from legacy systems to other information systems. He has completed many implementations of replatformed, redesigned, and sometimes completely rewritten legacy systems; and even more implementations of extensions to legacy system that provided the lowest cost, lowest risk, extension of business services provided by these systems to new systems and users. His experience includes Enterprise Architecture modeling for both the U.S. Department of Defense (DoD) and major industries. Hector earned his bachelor’s and master’s degrees in Engineering from University of Texas at Austin.
Robert Scotto-Lavino has over 15 years of technical experience in leading large-scale contract management with an emphasis on customer service and technical support. Robert has solid organizational and communications skills, he currently leads an AEM Implementation team of over 15 professionals, including on-site installation services worldwide and a 24-7 call center support office. He has been responsible for network administration, Internet implementation, hardware and software support, as well as training and documentation functions for many major system migrations. His education and training, coupled with years of establishing and directing a variety of customer support activities gives him a unique ability to transform, expand and lead new and existing programs. Robert received his bachelor’s degree in Computer Engineering from The Catholic University of America and a Master of Science in Technology Management from the University of Maryland University College.
Maggie Pabustan is responsible for the day-to-day management of AEM’s proposal and contracting processes. She works closely with AEM’s department leads to ensure timely and critical support to their business development efforts. With more than 17 years of information technology experience, she has participated in all aspects of the software development lifecycle, including project management, functional analysis, requirements definition, product design and development, testing, quality assurance, deployment and training, and customer support. As a tireless advocate for process improvement, she is a member of AEM’s corporate process improvement team and facilitates process implementation and improvement efforts throughout the corporation. She is an SEI-certified SCAMPI Lead Appraiser and has participated on numerous CMMI appraisals. Maggie received her bachelor’s degree in English from Duquesne University.
Dr. Aimee Flannery joined AEM in July 2011 as the Director of Transportation. Prior to joining AEM, Dr. Flannery was an Associate Professor of Civil Engineering at George Mason University and served as a Senior Technical Advisor for ITS America in 2011. Dr. Flannery is a transportation engineer specializing in highway operations, level of service modeling, and safety analysis. Over the past 17 years, Dr. Flannery has maintained an active research career including studies in the area of highway operational analysis, roundabout analysis, urban street performance modeling, multi-modal quality of service/level of service modeling, identification of performance measures, survey methods, Intelligent Transportation Systems, and highway safety performance and analysis. Dr. Flannery has experience in project management, survey development and deployment, developing large scale data collection plans, database development, statistical modeling and analysis, and report writing at the federal, state, and local levels.
Specific national studies that Dr. Flannery has conducted include NCHRP 3-65 Applying Roundabouts in the United States and NCHRP 3-70 Multimodal Level of Service for Urban Streets for the Transportation Research Board. In addition, she recently completed a design document for CalTrans on the topic of pedestrian and bicycle operations and safety at multilane roundabouts and was the lead author on AASHTO’s Safe Routes to School Noteworthy Practices Guide. Dr. Flannery is the author of numerous publications and has given many presentations at national and international professional conferences during her career. She is a member of the Transportation Research Board’s Highway Capacity and Quality of Service Committee and Chair of the Performance Measures Subcommittee. Dr. Flannery is also a licensed Professional Engineer in Virginia and Michigan.
Dr. Kelley Pecheux joined AEM in September 2011 as the Associate Director of Transportation. Prior to joining AEM, Dr. Pecheux was the Senior Program Manager at the Intelligent Transportation Society of America (ITS America), where she managed ITS America’s multi-year, multi-million dollar IDIQ contract with the U.S. DOT’s Intelligent Transportation Systems (ITS) Joint Program Office (JPO). She was responsible for overall budget management and forecasting and provided oversight and guidance for 16 concurrent tasks. She was also part of ITS America’s senior management team, providing input to the strategic goals and missions of the organization. Prior to her tenure at ITS America, Dr. Pecheux spent over 10 years as a transportation engineer and senior project manager in the Transportation Solutions Division of Science Applications International Corporation (SAIC). During this time she was responsible for proposal development, management of internal project staff and subcontractors, budget management, providing overall project direction, and project reporting. She led a number of key ITS evaluations for the ITS JPO, as well as multiple national research projects for the Transportation Research Board (TRB) through the Transit Cooperative Research Program (TCRP) and the National Cooperative Highway Research Program (NCHRP). Specific national studies that Dr. Pecheux has led include TCRP A-28: Guidebook for Mitigating Fixed-Route Bus-and-Pedestrian Collisions, TRCP A-32: Operation of Light Rail Transit through Ungated Crossings at Speeds over 35 MPH, and the Study of Adequacy of Commercial Truck Parking Facilities.
Dr. Pecheux’s areas of expertise include the development and application of performance metrics for measuring transportation system performance; ITS evaluation; and the assessment of transportation users’ perceptions of service quality and performance through the development and administration of surveys, interviews, and focus groups. She has experience in the operations and safety of a range of modes and facilities including highways, signalized intersections, pedestrians, commercial vehicles, transit buses, light rail transit, and highway-railroad grade crossings. She is a member of the TRB Bus Transit Systems Committee (AP050).
