Charlie Silva

Charlie Silva, Ph.D., serves as an Individuals with Disabilities Education Act (IDEA) Subject Matter Expert. At AEM, she supports a range of projects, including the Weiss Center, Center for the Integration of IDEA Data (CIID), Center for IDEA Fiscal Reporting (CIFR) and National Center on Education Outcomes (NCEO). With all these projects, she works in collaboration with AEM staff and partners from other agencies to help improve services and outcomes for students with disabilities.

Over Dr. Silva's career, she has been a special education teacher, school psychologist, university faculty, school district administrator and, most recently, the Idaho State Director for Special Education. During her 8-year tenure as state director, she was responsible for ensuring that the provisions of IDEA were followed across the state. While state director, she worked closely with the National Association of State Directors of Special Education (NASDSE) as a member and later as a board member.
