AEM Blue

This work is a critical component of OSEP’s effort to support states with access to a broad array of higher quality data.

AEM Corporation has received five years of funding from the U.S. Department of Education’s Office of Special Education Programs (OSEP) to continue leading the Center for the Integration of IDEA Data (CIID).

CIID provides technical assistance to state education agencies (SEAs) to increase the capacity to report high quality data required under the Individuals with Disabilities Education Act (IDEA) Part B Sections 616 and 618. CIID supports the integration of IDEA data systems and processes with Statewide Longitudinal Data Systems (SLDS).

This work is a critical component of OSEP’s effort to support states with access to a broad array of higher quality data to support efforts like results-driven accountability to improve educational outcomes for children and families. It will build on existing efforts and also expand to new states.

CIID provides technical assistance to SEAs across a continuum of needs and current efforts toward integration of IDEA and SLDS processes and systems. Through CIID’s technical assistance, SEAs will have:

  • Support to implement the Generate application that will put them in a position to leverage the developing resources of the Common Education Data Standards Open Source Community.
  • Increased access to products and tools like the Data Integration Toolkit and technical assistance to gain knowledge for improving their IDEA data systems.
  • A community of SEA work teams and peer learning groups to support IDEA and SLDS data management and integration efforts.
  • A model for collaboration and communication with CIID’s staff expertise in IDEA, EDFactsand SLDS that SEA staff can emulate to assist in the effort toward integrated data systems.

The automated EDFacts reporting solution Generate is a free software application that improves data quality and automates reporting for SEAs through standardization. Generate can improve SEA data use and reporting to better support administrative and policy work for improved educational outcomes for students with disabilities and their families.

The CIID team will build on the momentum of 13 SEAs implementing Generate and the successful record of technical assistance providers documenting data quality improvements in 100% of SEAs receiving intensive technical assistance.

AEM partners on CIID include AnLar, Evergreen Evaluation and Consulting, Westat, and WestEd.

Data for One, Data for All

(Thanks to Johan Rempel from the Center for Inclusive Design and Innovation (CIDI) at Georgia Tech, who contributed to this article.)

The importance and impact of equitable access to data cannot be overstated. Data can directly impact personal decision making, and it informs policy, research, and education from the local level through to the federal level.

The old ‘knowledge is power’ adage could just as easily be replaced with ‘access to data is power.’ As it relates to the early childhood through K12 populations, stakeholders of that data may include any number people, including parents, educators, government entities, administrators, policymakers, researchers, and students themselves.

AEM is proud to support the US Department of Education’s Student Privacy Policy Office with the launch of the Chief Privacy Officer (CPO) Network for state education agencies.

The CPO Network has kicked off with CPO participation from 28 states, representing privacy and security leadership over education records for more than 30 million public education students. CPOs in the network bring a range of experience, from one month in their role to more than 17 years of direct experience.
