Shilan Wooten

Shilan Wooten provides technical assistance to states as part of the IDEA Early Childhood Data Systems Center (DaSy), the Center for IDEA Fiscal Reporting (CIFR), and the Rhonda Weiss National Technical Assistance Center to Improve State Capacity to Collect, Report, Analyze, and Use Accurate IDEA Data in Accessible Formats. Shilan came to AEM after a decade of serving Alaska’s Department of Health in a variety of programs including the Department of Health Commissioner’s Office, the IDEA Alaska Part C Program, and the Office of Substance Misuse & Addiction Prevention.

Shilan began his career working in the Alaska Department of Health Commissioner’s Office. Shilan’s time with the Part C program was largely spent serving as Alaska’s Part C Data Manager. In this role, Shilan coordinated and submitted Alaska’s State Performance Plan/Annual Performance Report (SPP/APR), Section 618 data reports, and founded Alaska’s Part C Data Committee where he facilitated development of local data use and analysis tools. Shilan coordinated and wrote Alaska’s Part C State Systemic Improvement Plan (SSIP) to improve infants and toddlers social-emotional outcomes.

Shilan has a long history of being a member of Alaska early childhood committees and coordinating councils including Alaska’s IDEA Part C Interagency Coordinating Council (ICC), Alaska’s Early Childhood Coordinating Council (AECCC), and the System for Early Education Development (SEED) Steering Committee. He is a proud graduate of the University of Alaska Anchorage and is currently in the process of receiving a Master’s in Public Health, Maternal & Child Health through the University of Minnesota.
