Shilan Wooten

Shilan Wooten provides technical assistance to states as part of the Rhonda Weiss Center for Accessible IDEA Data, the Center for IDEA Fiscal Reporting (CIFR), and the Center for IDEA Early Childhood Data Systems (DaSy). Shilan brings a decade of experience working in multiple programs within the Alaska Department of Health.

Shilan supports state IDEA Part C programs by providing TA on IDEA Part C fiscal reporting requirements, strategies to engage interagency partners, data collection, reporting, and analysis.

Shilan began his career in state government as an office assistant in the Alaska Department of Health’s Commissioner’s Office. He then served as data manager for the Alaska IDEA Part C program. Within this role, Shilan was the state lead for data reporting and analysis for all IDEA Part C data collections, including leading the writing and implementation of Alaska’s IDEA Part C State Systemic Improvement Plan, which focused on improving social-emotional outcomes for Alaska’s infants and toddlers. Shilan also served the Alaska Department of Health as the IDEA Part C Comprehensive System of Personnel Development (CSPD) Coordinator and the program coordinator for Alaska’s Preventing Prescription Drug/Opioid Overdose-Related Deaths grant administered through the Substance Abuse and Mental Health Services Administration (SAMHSA).
